Clarification on Oracle CSI

Hello, We are supporting multiple customer for their Oracle database. Few customers are using their license and few are using our Oracle license. Our company have ULA license from Oracle. My clarification is, when I open SR with Oracle for customer who use their license, should I open SR under their CSI#? Or it doesn't matter if we open SR for those customer under our ULA? Any Oracle compliant document available for this reference?
