Applicant Activity Guide Before Onboarding As An Employee

Question for all my fellow PeopleSoft HCM users - I am trying to figure out a way to allow an Applicant ID person do a Activity Guide for Onboarding but before they actually get hired.

An Applicant Pre-Board validation and submission is needed since most of the workers are 100% remote, so most of the current delivered Onboarding USA Tasks are perfect, but I cannot get it to be there before he/she is actually hired. Any ideas would greatly be appreciated, and to all USA peoples, have a great holiday weekend celebrating our great country's independence day.
