Empty commit rulegroup, however sometimes the Commit action button is active

Hello,

Using RPASCE Version 19.0.005.11. We have a situation where the default commit rulegroup of a Workbook is empty, and commits are handled via a Custom Menu. However, in some cases and for some users (not able to define what causes it yet), the Commit F8 Action button is active. Has anyone experienced anything similar before, either with commit or refresh Action buttons?
