Failure to login with sysadmin account

We are running Oracle EBS r12.2.8. On the test instance,

  1. All users except SYSADMIN are able to login. They only see previous notification list
  2. All users except SYSADMIN get the message "There are no active responsibilities for this user". However from SQL Plus, we are able to verify that all users have active responsibilities
  3. SYSADMIN account cannot login. It is redirected to the external tier page (iRecruitment page) where a message is given that "this account is not properly set up"
  4. So although all other user accounts can login they cannot do anything because there are no responsibilities. On the other hand the SYSADMIN account cannot login and so we cannot troubleshoot all the other accounts
