Cost Manager is active but transactions are still stuck in MMT

Interface Managers (Cost Manager, Material transaction, Move transaction) are all active but transactions are still stuck in mtl_material_transactions table.

What could be the problem? I will appreciate your help.

Product Version: - 12.2.8
