Creating Remote Proxy pdb fails ora-01031

Oracle 19.3

Running a test on a box. It's pretty simple, following the instructions here:

I'm using a common user and the current container where the database link is located is the application root. The common user has connect, create pluggable database (the recommended privileges). I gave the c## user dba privileges and mirrored the privileges on both cdbs....

But no matter what, I get :

ORA-17628: Oracle error 1031 returned by remote Oracle server

ORA-01031: insufficient privileges

The trace isn't very helpful either:

ORA-01031: insufficient privileges
