No Matching Authentication Protocol error

I am using Jdeveloper version 10.1.3.3.0 for OAF customizations. Recently we upgraded database to 19c after which I cannot connect to database. I am getting following error:

ORA-28040: No matching authentication protocol

I want to know how to resolve this issue. Is there any other compatible jdeveloper IDE which can be used for OAF customizations with 19c database?
