in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

I am Attempting to obtain latest Patchset comparison utility following doc-id: 139684.1

The file attached to the doc I am unsure if that is the latest available its dated May 2020

I attempted to download following this process

sftp -oPort=2021 sftp.oracle.com

login with MOS Credentials, and then:

cd support/outgoing/PATCHSET_COMPARE_TOOL

get patchsets.sh

But sftp tell me there is no such file or directory

Can anyone confirm if the script attached to the doc-id 139684.1 is the latest version of this file?
