Why is List of Values on OTL SS Timecard different than in Delegate Approval?

We have a lot of items in a list of values for our department specific time card. We have added to that and now notice that some of the originals have come off. Like there is a limit to how many we can see in the LOV. I do not believe this is a template thing because the same template is used in Delegate Approval and that works great.

I have checked preferences, the alternate name setup, OTL personalization and cannot find where this problem resides.

Any assistance with this is most appreciated.
