Why is eAM Resource unit cost 0.0 (Zero) in WIP Transaction Distributions and showing Zero on WO?

Oracle Enterprise Asset Management eAM 12.2.9

The client has created a New eAM Organization and setup eAM Resources Type Person as Costed with Rates as STND - Standard Rate and with a Resource Unit Cost, however when Resource transactions are captured, no Labour cost reflects(Zero) on the WO and the WIP Transaction Distribution shows the unit cost as 0.00 and 0.00 Value
