Error Page: You have encountered an unexpected error

We are on EBS 12.2.5 and the users accessing the Fund Disbursement page in Payables are randomly receiving an error page:

Error Page You have encountered an unexpected error. Please contact your System Administrator for assistance.

I have tried setting the profile option FND: Diagnostics=Yes at the user level and at the responsibility level in order to enable the link for the error details on the error page. However, the link is still not presented.

What profile options do I have to set and at what level in order to receive a link on the error page with the error details?
