Jdev 12.2.1.3.0/12.2.1.4.0 SOA Salesforce adapter fails to configure with unable to parse Url error

I was working to create a Cloud SalesForce adapter in my SOA project in Jdev 12.2.1.4.0 and 12.2.1.3.0 but both failed with below error
