Is there a way to produce 1095-C forms for non-employee COBRA participants in EBS 12.2?

We're in the process of upgrading to Oracle EBS 12.2.8.  We've used a custom ACA solution in the past rather than Oracle's out-of-the-box solution. We're looking at transitioning to Oracle's out-of-the-box solution. From what I can tell from the documentation, Oracle does not provide a solution for generating 1095-C forms for non-employee COBRA or Retiree participants. We're self-insured, so we're looking for a solution to generate 1095-C forms for these groups. Has anyone already figured out how to do this in Oracle R12? Or have any suggestions on how to handle
