./runcluvfy.sh fails PRVG-11095 : failed with error "113" no route to host

Upgrading an Oracle RAC database 12.1.0.2 on Linux 6 , EBS 12.2.3 to Oracle RAC 19.10.0 on Linux 7, EBS 12.2.3

Ran runcluvfy.sh . It fails with the following errors. The sysadmin say's he turned off the firewall. It doesn't seem like it can be anything but the firewall. He asks, what is runcluvfy.sh checking?

  1. What do you think is causing this failure?
  2. What is cluvfy checking? How it it checking?
  3. Also, is the virtual bridge supposed to have the same ip address on both boxes? That also gets an error. Oracle said to Ignore the virtual bridge error. (see below).

Ip's , servernames and file paths have been changed to protect the post. i tried to keep it consistent but if it doesn't make sense that is why.
