Concurrent Managers (EBS 12.2.10) sometimes don't pick concurrent program

in Core Concurrent Processing - EBS (MOSC) 4 commentsAnswered

We have R12.2.10 upgrade done from 12.1.3. Sometimes, users submit concurrent requests and they are showing running. However, when we check in database, there is no sessions exist. And even no manager log or concurrent program log created for those programs.
