Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Enterprise Command Center Framework - EBS (MOSC)

Hello, I am trying to install OEM 13.4 but it keeps failing with the error below;

INFO: oracle.sysman.top.oms:The plug-in BI Publisher Configuration has failed its perform method.

The log file gives me no errors which I could use as a start point. Any ideas, please?
