Address book Update via AIS or BSV

I am looking for an out of the box, web service that would update the Employee contact information (Employee address/. Phone/ contacts). I opened a call with Oracle and was give the following document which is helpful.

However not sure how to handle deletes?

we have created an interface which allows the user to update their personal information online. for instance if the user has two phone numbers updated previously, and now wants to just update one, we would have to delete existing and update the new.

we are struggling with this ?
