What is needed to implement alternate language JD Edwards World A8.1

We are JD Edwards World A8.1 with a default base language as English. We need to implement an alternate language for some Spanish users. Will we need to download both A81SPA as well as A81SPA06? Or, just A81SPA06 as we are not changing base?
