Peoplesoft Financials Standard Journal Functionality

I have a question about how the standard journals are designed to work. When setting the from date and to date, how would we get the journals to always be created on the 28th day of the current month? It appears the Monthly (EOM) setting under Create Standard Journals (Define Standard Journals page) sets the journal to be created on the last day of the month. Using the Journal Creation Lead Days field, we can get the journal to create on any given day by adding the correct number of lead days between the From Date and the last day
