A8.1 World Alternate Language Update

I have run a Language Upgrade for alternate language Spanish. It seems to have worked well except for the Menus and Screen titles. I see vocabulary overrides, text within interactive screens, processing options all look good.

The Menus show menu option numbers with no TEXT, and some of those menus for example G42 Option #2 and from there should go to menu G4211 for SOE screen but it doesn't. Is there a step that is manual once I do the upgrade that I am missing? Or, is it within upgrade plan, that I missed a library even though all other common (VO, PO....) seem to have worked fine. I used ZJDE_ALT PLAN example.
