I'm getting a blank HTML attachment (no data) for an IR subscription

in Oracle VM (OVM) (MOSC) Question

I'm using Apex 18.1 on an Oracle 12.0.2 Standard Ed Database.

I've created a subscription on a working IR Report. I receive the email but there's no data in the HTML attachment, just the search box. No report Headings or data.

What could be going wrong? Some kind of permissions issue.
