I am unable to change Requisitions in IPROCUREMENT. QTY fields is greyed out .

in Procurement - EBS (MOSC) Question

I am unable to change Requisitions in IPROCUREMENT. QTY fields is greyed out . Same Requisitions  can be updated by another person. When I change requestor, buyer to his name. If requestor, buyer in my name i am unable to modify Requisitions
