At what status does Oracle Contracts Content Search suppose to include Sourcing documents?

in Lease and Finance Management - EBS (MOSC) Question

Using Oracle EBS 12.2.9

I am using Contracts Workbench User responsibility. When I try to do a content search for sourcing documents, I do not get any results back for sourcing RFI documents that are still open in Sourcing. Does the RFI have to be awarded or does a supplier have to respond? Is there a concurrent process that needs to be ran specifically for sourcing documents? The RFI documents contain structured contract templates.
