Peoplesoft 9.2 Image 38 - Version

Navigate to: Recruiting > Find Job Openings and select a Job Opening ID -> Get to - Manage Applicants Page - In the 'Take Action' field, select 'Prepare Job Offer' 

and here are the options:

The "Cancel" is no more here.

My question is: is it based on a setup we are missing ? or is it to be available somewhere in a further step of the process?
