Defaulting item to sales order

Dear Team,

Any ways that we can default items to sales order except promotional goods modifier

we need line item( 2) to be defaulted on sales order upon entering line item 1

Limitation with promotional modifier is that we can't add additional modifier to the promotional goods on sales order
