FDMEE Data Management 11.2.3 Import as Append Bypasses Validate Errors

FDMEE (Data Management) 11.2.3... When data is imported as append (instead of replace), the validate step only checks the new data. Validate errors from the original import are ignored and the process is allowed to proceed to export (to HFM) with the original mapping errors.

Has anybody encountered this? Does anybody have a fix for it? Does anybody know why it would be designed this way? In my SR, Oracle Support (and Development) stated it is not a bug and it is intended functionality, but have not provided a work around or a rationale for why it would work this way. According to Support, it has been this way since 11.1.2.4. Our 11.1.2.3 implementation did not work this way.
