Is the patch 30946650 for the 2020 Lock in Letter working as designed?

It is a rare occurrence but can happen where an employee with an existing Lock in Letter for a prior year can be given an updated letter by IRS. After applying the patches for the Lock in Letter delivered in bug number 30946650. If an employee has an existing Lock in Letter from 2019 or earlier an error message “Field is Required PY_LOCK_LIMITS – LOCK_IN_RECVD” is received when a new Lock in Letter for 2020 or later is entered. Is this working as designed or is this an issue?
