Can we create DBLink from 12C on premises (Sun Solaris ) DB to 11g Linux(Cloud) Database ?

We need to create a dblink between 12 C onpremises DB which runs on Sun Solatris to a 11g DB Running on Linux , but on Cloud. Using TNS Names I am able to connect to 11g from 12c using TOAD. But when creating db Link, its getting created , but not connecting ...In the TNS Entry for 11g, shared with a Description_list and 4 Host names and 4 Instance names in Description . Will anyone help ...
