Why does DNF reposync skip disabled channels on ULN local server

I have a ULN local server configured to pull repos for Oracle Linux 7 and 8 clients at various base levels. The setup guide instructs you to subscribe to all your channels and then use dnf reposync to synchronize your repos.

My problem arises when attempting to set the local server as a client of itself. You are instructed to disable all repos that do not apply to the local server in spacewalk.conf. When you disable these repos in spacewalk.conf, dnf reposync will no longer pull them for external clients.

This makes it necessary to manually script a new line for every new repo you want to add. There has to be a better way to handle this. Any ideas?
