Java licensing for non-Oracle products

Whom do we contact for the JDK/JRE/JVM required by non-Oracle applications and other open source applications already used in the enterprise. As the JAVA shipped along with these products were free at the time of installation, and after the license agreement change in January 2019, we know that Java SE 8 public updates will no longer be available for business, commercial or production use without a commercial license, whom and how do we contact for the Java Customer Service Identifier (CSI),
