Why I am getting error message 'Currency Exchange Rate Not Found'

I am uploading Sales Order data using R47011. I am receiving the error 'Currency Exchange Rate Not Found' for some records.

it is a multiple currency environment. customer is having base currency MXN and SO is in USD . Currency master is having exchange for USD to MXN and MXN to USD, But still, I am receiving this error. when I try to enter Order using the same data it is allowing me enter Sales Orders.
