Why is the Eligibility Details Popup Blank?

We're currently on PUM Image 36. When I click on "View Eligibility Details" (Employee Self Service, Time, View Requests, and Vacation. then "View Eligibility Details" link), the "Eligibility Details" popups but nothing is in it.

Why is that?
