12.2.10 upgrade and now this JAR Resources In JNLP File Are Not Signed By Same Certificate

We upgraded EBS to 12.2.10 and now when everyone logs in we get "JAR Resources In JNLP File Are Not Signed By Same Certificate" and we have followed the instructions at least 25 times and we cannot get it to go away.....anyone have any suggestions? we are on RHEL 7.
