When I set the HFM Consolidation thread to 16, it didn't actually take effect

When I set the HFM Consolidation thread to 16，MaxNumConCurrentConsolidations = 16 and restart hfm service



Then I perform 20 Consolidations（Consolidate All） in process control, but only 8 Consolidations are actually running at the same time


this is a bug？

hfm version：11.1.2.4.206.5284

In fact, I didn't really notice this before, but recently discovered it while doing performance tuning.

actually,there should be 16 Consolidations running at the same time. My parameter Settings are global
