WORKFORCE_SYNC occasionally missing JOB element

Occasionally the message published by WORKFORCE_SYNC is missing the JOB element for us. It happens every month or two and we haven't been able to identify a pattern in order to replicate it. We do have a custom transform that we run it through, however when we click the link in the 'bad' message to view the raw, pre-transform XML, the element is missing there as well. Has anybody encountered this? I opened a ticket with Oracle to see if this would ever happen by design and they said it should not.

PoepleSoft HCM 9.2, Image 35 (though this has been happening on previous versions)
