Project Budgetary Control Funds Check from an External System

Is there a API or extension or maybe a client usable package to allow Funds check from an external system? This would be to emulate what the Projects Budgetary Control performs at project and/or task level, not at GL accounting combination level, at project level.

Ideally we have the ability to Verify Funds as well as Reserve.
