Is there SMTP user/role security?

I have a Message Request in an Orchestrations that sends an email to a hard coded email. I have shared the Orchestration and Message Request and assigned View Security to both users. One user is able to run the orchestration and send the message, but the other user with the same security is unable to send it.

I found Document 2784844.1 (oracle.com) and Document 641616.1 (oracle.com) that has the same orchestration response and have verified our JAS.INI settings are following this setup (shown below):
