Why can't a warehouse be added to a promo zone in RPM?

I wish to know what is the technical reason why RPM does not support adding a warehouse to a promo zone, whereas adding to a clearance zone is allowed? When going through the Zone Structure Functional Overview in the following document:

it says.. "Contained within zones are locations. These locations can be stores or warehouses.

  • Regular Only- Stores and warehouses allowed.
  • Clearance Only- Stores and warehouses allowed.
  • Promotion Only- Stores only, warehouse not allowed."

The document doesn't provide any reasons for this exclusion.
