Upgrade from 12.1.3 to 12.2 - noreview parameter is being used but review page still appears

We are upgrading from 12.1.3 to 12.2.10. We have many custom Desktop Integrators used for HR purposes. In 12.1.3, the review page does not appear when you select it from the menu option. This is because in the function definition we use "&bne:noreview=Y" at the end of the parameter list. In 12.2,10, this does not work as the review page always appears. I have seen on some links that "&bne:noreview=Yes" or "&bne:noreview=true" should be used. I have tried all 3. None of them work.

Anyone hit this problem before?
