In which UOM to set up Location capacity P46024?

R46171 throws the error 3498 Maximum Capacity Not Found. In the debug log I can see that the system selects from the F46024 using the primary UOM of the item. The location capacity is set up in the shipping UOM (pallet). A conversion factor between the two is exists in the F41002. In the F46011 I have the link between shipping UOM pallet as Dimension UOM and the primary UOM of the item.

Why does the system not use the Dimension UOM to check the Location Capacity? Surely we must set up the capacity in the Dimension UOM that is common for the Dimension Group and not in the primary UOM of each individual item. What am I missing here?
