Reasons for User Not to See Layout

I have two CAFE1 pages, A and B. On CAFE1 A, the user can see the word Layout with the drop down next to it to choose the CAFE1 page. This is on the upper-right of the screen

On the other CAFE1 B, the same user does not see the Layout selection. Literally, the word Layout with the drop down is missing, so the user is unable to see CAFE1 B.

What are some things I can check to resolve this? The UDO security is the same for both. I see some small differences in the parent form's security. Is that what I should focus on?
