expdp failure ORA-04063: package body "SYS.DBMS_STATS_INTERNAL

Hi,

I'm having trouble running expdp. This is a database imported from Oracle 9i that I'm trying to export tablespaces. I've run catalog.sql, catproc.sql, and utlrp.sql in both the Root CDB and PDB I'm exporting with no luck.

Oracle version is 12.2.0.1. Goal is to get this up and running and do an upgrade to 19c in the coming months.
