E1: 9.2 Credit Order CO from History -Location not found in item/location file

When entering a CO Credit Order from History (Sales Ledger) the data from the Original Sales Order gets retrieved into the new CO. However, when saving the CO we get from time to time to error "Location not found in item/lecotion file". That is correct, because the old record might not exist anymore (after running delete empty locations). So we are forced to manually create a new Item/Location record manually before entering the CO. Can we avoid that as Customer Service does not have access to Item/Location?
