Updating Utilities/Apps Not Yet Available in Repository

Hello all!


1st I need to explain that while I'm UNIX savvy, it's been primarily Solaris OS and I'm just learning about Yum/DNF. We're moving our Development environment to a cloud and will be using Oracle Linux as the OS. Being in a government umbrella, we're continually updating with current approved security patches & app versions. On our current Solaris environment we're using Apache 2.4.48 with OpenSSL 1.1.1k to support our Coldfusion (CF) 2021 installation. On Oracle Linux I only find OpenSSL 1.1.1g & Apache 2.4.37 available in the repository. I also need to install Mod_SSL to
