Export/Import Database and Apex does not working

We switched from database server to an ODA, with 12c Release 2 database. In the previous database, we had some APEX applications. We export and import the database via expdp/impdp commands. But everything related to APEX was invalid. I had this problem in another previous migration, because I changed the server but also the version (from 11c to 12c) and had to reinstall Apex. But this time, the bank's version was the same. Why did this happen? Will I have to do the same operation?
