How to set Concurrent Job "A" incompatible if "Job Set B" is running

Hi - We are looking for a way to prevent a job from running (from other users) if our Job Set is actively running.

Our Job Set has 3 concurrent jobs within it.

Workflow Background, then Sourcing/Grouping, then Requisition Import.

We want to prevent any other user from slipping their own Workflow Background job into the "gap" between when our Sourcing/Grouping job ends, and Requisition Import starts.

Regular "Incompatibility" does not seem to help with this -- I can make "Workflow Background" incompatible with the Sourcing/Grouping, and also with Requisition Import - and that stops another user's Workflow Background from running
