My Classes page for instructor - how to reduce the number of actions needed

There is a delivered tile on the Learning Instructor homepage called "Class Actions", which shows the number of classes that require the instructor's attention. My question is how exactly does the filter for 'Action Needed' work? It seems to show all classes even if the class attendance has been marked, and when no grading is required. How do you reduce the number of classes seen in this filter?
