make safety stock as mandatory input

Dear Expert,

Is it possible to prevent item master from being created when the safety stock is blank? Our business process required all item to have safety stock value, so the management asked us how to secure so that the item is not created or cannot be used at all if the safety stock does not exist.

Do you have any workaround?

We use E1 9.1 tools release 9.1.5
