Setting up Base Price by Item Group at the BRANCH level

When using the Base Price entry screen the Branch field is only available for entry if it is at Item Level. I believe it is controlled by the pricing level on the Item.

But Item Group is available at the Branch level so why is Item Group Pricing NOT available at the Branch level
