Scheduled cycle count entries not generating because of no onhand

Our organization has mandate to cycle count every part at least in a year. We are setting up scheduled cycle counts every year with all parts. As the cycle count is setup and scheduled, as per the open calendar days, schedule date against each item gets populated. Now, take an example of Part ABC, which has a schedule date of 03-AUG-2021 and having no onhand on that day gets skipped from cycle count (we are not counting zero inventory). At the end of year, we encounter 1000s of such parts, that my have onhand at that time and were skipped
